French artificial intelligence company Mistral AI has raised €3 billion, or about $3.58 billion, in a Series D funding round to expand its AI infrastructure, global operations, and focus on sovereign AI.

The funding values the company at more than €21 billion, or about $24.39 billion. Samsung Electronics led the round, with EQT-managed Scaleup Europe Fund and PSG Equity joining as co-leads.

The company said the investment will support computing capacity expansion, infrastructure development, commercial growth and international expansion. Mistral described the fundraising as the largest equity round completed by a European technology company.

Mistral’s Push for Sovereign AI Infrastructure

Mistral AI is positioning itself around the idea that governments and businesses should have greater control over where AI systems run and which models they use. The company has said it does not aim to become a European version of ChatGPT, but instead wants to operate as an AI research and infrastructure company.

Mistral has introduced regional inference options that allow customers to choose where their AI requests are processed. The company has also expanded its support for open-weight AI models, including models developed outside Europe.

Building European AI Computing Capacity

The company plans to increase its computing capabilities in Europe, including a goal of building 1 gigawatt of AI computing capacity by 2030.

Mistral’s infrastructure plans reflect a broader effort to create more AI capacity within Europe as governments and companies look for alternatives to relying heavily on U.S.-based technology providers.

The company has also emphasised open-weight AI models as a key part of its approach, giving organisations more flexibility to deploy and control AI systems.

International Backing and AI Competition

Mistral’s latest funding round includes support from both European and global investors. Existing backers such as Andreessen Horowitz, Nvidia and Salesforce Ventures participated, while new investors included Advent and BlackRock.

The company has attracted attention from European leaders as governments look to strengthen regional AI capabilities. French President Emmanuel Macron highlighted the investment as part of efforts between France and South Korea to build a different path in AI development.

Mistral executives have also discussed the company’s strategy as it expands beyond France and works with international partners.

Partnerships With ASML and Microsoft

Mistral has continued working with major technology companies while building its independent AI position. The company has a strategic partnership with chipmaker ASML, supporting cooperation between AI and semiconductor industries.

Mistral also maintains a strategic relationship with Microsoft. Microsoft and Mistral expanded their partnership to provide enterprises and regulated industries with AI models they can control and deploy as needed.

The Financial Times reported that growing demand for sovereign AI infrastructure has increased interest in companies like Mistral, which offer alternatives in a market dominated by major U.S. AI labs.
