Tesla is considering a roughly $10.1 billion solar manufacturing complex in Fort Bend County, Texas, according to documents filed with the state. The proposed facility, known as Project Crystal Sun, would produce photovoltaic solar cells and assembled solar modules for utility-scale, commercial and distributed solar projects.

Tesla estimates the project would create 9,712 permanent full-time jobs and require about $10.116 billion in investment. The company has applied for economic development incentives as it evaluates the Texas location alongside potential sites in other U.S. states.

Construction is expected to begin in 2026 and continue through 2028, with commercial operations targeted for the first quarter of 2029. Tesla estimates that without incentives, the project could generate about $1.1 billion in property tax liabilities over the construction period, incentive term and the following 25 years.

The project would expand Tesla’s solar manufacturing

The proposed factory would include equipment for wafer production, coating, metallisation, cell testing and other manufacturing processes. The filing indicates Tesla is considering a large-scale operation that would extend beyond final module assembly.

The Texas site has not been finalised. Tesla’s filing shows the company is weighing incentives and competing locations before making a final investment decision on Project Crystal Sun.
